Meet the Board Members
Our Board of Directors, plus dedicated staff of talented and diverse individuals make up the Grant County Economic Development Board. We also work collaboratively with our local partners to strengthen economic growth county-wide.

Bob Dale
Executive Director
Bob has lived in Grant County for 25 years. He has hosted the Get Up-n-Go Show on KULY since 1997 and is also the voice of the Ulysses Tigers Football and Basketball on the radio.

Shawn Ryder
President
Shawn has been a resident of Grant County his entire life, graduating from Ulysses High School in 1998. In 2012, Shawn married Desiree. “My wife and I enjoy the small community and the relationships that come with it,” Shawn said. Together they parent two children; one attends Ulysses High School, and the other goes to Kepley Middle School. In his free time, Shawn enjoys spending time with his family, and fishing.

Kristy Frazee
Vice-President
My name is Kristy Frazee. I was born and raised in Grant County and married my husband, Stephen who was also born and raised here. We chose to embrace small town life in Ulysses, KS, where we worked and raised our 2 children. I currently own and operate the local coffee shop. As a small business owner, I am committed to this community and investing in programs & businesses that will help to sustain its future.

Robin Leonard
Appointed Secretary (Not A Board Member)
Robin Leonard grew up in the Southwest Kansas area. She lives in Ulysses with her husband and sons. She loves going on adventures with her boys and going to concerts. Her role with The Grant County Chamber of Commerce and Economic Development gives her a chance to work within the community and she enjoys being a part of the events hosted by the Chamber.

Dave Norton
Board Member
Born and raised in Southwest Kansas, David Norton graduated from Garden City Community College and then the University of Kansas. Currently he operates Ulysses All Pro Auto Parts, and is the newest member of our board.

Charlie Field
Board Member
Charlie moved to Ulysses in 1992 and have worked in public accounting, private accounting and finance after graduating from Kansas State University. I am currently Senior Vice President of Johnson State Bank and Branch Manager of Bank of Ulysses. I enjoy being involved in different boards to help add whatever I can for the community to be a great place to live, raise a family and help businesses and people succeed

Galen H. Pelton
Vice-President
After working in 3 different banks in his early career he has spent the last 30 years working at Grant County Bank, in Ulysses, KS. He has held positions as Loan Officer, Controller, CFO and now President and CEO. Galen has been active in the Independent Community Bankers Association for most of his career and has been Chairman of the Community Bankers Association of Kansas. He has been actively involved in the local community for all his career, including Chamber of Commerce, Rotary Club, church and other civic organizations. Galen is married to Robin and they have 5 children, and two grandchildren.
Galen volunteers to the Grant County Economic Development Board because he believes its work is critical to maintaining a growing, vibrant business economy in Ulysses and Grant County.

Cindy Davis
Board Member
Cindy Davis moved to Ulysses, Kansas after her Dad was transferred from Texas to Kansas with Columbian Chemicals Co. in the mid-1970s. Ulysses has been her home ever since that move. She started working for Grant County Bank in 1984 and took classes from both Seward County Community College and Garden City Community College. In 1992, she graduated from Oklahoma Panhandle State University with a BBA degree, emphasizing in secondary education. Soon after graduation, Grant County Bank offered her the opportunity to develop a real estate loan program to target the demand for 30 year, fixed rate home loans in Southwest Kansas. She currently manages the GCB Consumer Loan Department and serves on the bank’s Executive Committee. Soon after graduation, she also pursued her desire to teach by opportunities presented through SCCC Outreach for accounting and various other business classes. Community involvement has been a high priority for her over the years through attending Grant County Leadership in 1999, developing the Junior Leadership group, participating in Grant County Ambassadors, as well as the Grant County Chamber of Commerce Board as both member and officer, and serving on the Grant County Community Foundation Board for several years as a board member, plus various committees and officer roles. In 2001, she graduated from the School of Banking in Boulder, Colorado. Plus, she received a Master of Science degree in Family Studies and Human Services, with a Personal Financial Planning Certificate, from Kansas State University in 2015. She and her husband, Larry, have two daughters and five grandchildren. Her favorite activities include singing and worshipping at church with her husband and two daughters, traveling and spending time with her entire family – especially the grandchildren, helping families realize their dream of homeownership and pursuing activities that fuels her passion for life-long learning!

Jesus Estrella
Board Member
Jesus Estrella operator of La Estrella Restaurant in Ulysses KS. Moved to Grant county in 2013 seeking the opportunity to establish a business. Jesus Estrella is proud to call Ulysses KS home, in which wanted to be involved Economic Development to serve his community in any way that’s possible.

Kasey Kreuger
Board Member
Kasey Kreuger is the Assistant CEO at Pioneer Communications. He was born and raised in southwest Kansas. He has been involved with Grant County Economic Development since 2016 and enjoys working to help our businesses and local community succeed.

Rachael Thooft
County Appointed Representative
Rachael Thooft is a partner in the Medill-Thooft Accounting firm. Rachael is the County Appointed Representative to the Board.
